Questions about the taillamp assembly on the LS

A week ago I just got a new for me 2018 Equinox LS. Looking at the rear of the car I notice that the clear lens area on the tail lamps mounted on the body and the red lens mounted on the tailgate seem to be just dummy lights. They don't house any bulbs. Is this the way it should be. It seem like a waste

That is correct. Turn signals and stop lights cannot be mounted on a trunk or tailgate. The rules changed a few years ago.
