Low Beams not working

My high and daytime running lights (DRL) work but the low beams on both sides do not. I've verified it's not the lights (I changed them), not the fuse and not the switch itself (I changed it). There is a relay for each - DRL, low and high beams but I don't know where the relays are. Not in either fuse box. According to the wire diagram it's underhood fuse box and maybe on a PCB (printed circuit board). I've looked for a PCB by steering wheel just in case and don't see one. Can it be under the fuse box? Any ideas are much appreciated. I understand this is NOT an unheard of thing for Equinox.
