The car's cellular only works if you are paying Onstar for data. The user I replied to had cancelled his Onstar data.

The free cellular system allows all functions of the “Hey Google” to work. You get the NAV, traffic advisories, and control of the internal buttons. My system did not function in the beginning, so I called OnStar. They assured me that all the functions should work except Wi-Fi. It took them three tries to get their computer system set up to accept my car. Now everything works beautifully.
