Keeps blowing fuse 16 (interoir)

Help please. Keeps blowing fuse 16 (BCM 5) in interior panel. The fuse blows instantly and is preventing the shifter from shifting and am unable to remove keys from ignition. Does anyone know what would cause the fuse to blow instantly or had this problem as well?
