Headlights intermittent during cold weather hid headlights

Hello there everyone I'm having an issue with the headlights on my 2018 equinox I have the following codes b2699-04 b2699-01. B 2575-04 b2575-01 and another b2699 code that says short to ground what is happening is when the temperature outside goes below 20F the right front headlight would start flickering the start flickering rapidly which would cause the left headlight to start flickering and in a short period of time both headlights would go out being i go.to work at 4:30.am i definitely need the headlights when it's warmer then 20F everything seems to work properly i believe it's the ballast that is bad i don't want to be spending money I really don't have so.any help with this issue would be greatly appreciated if it happens to be the ballast do i also need to replace the d3s bulb as well ? Please let me know and thank you

Anything is possible at this point all I can do is check it I don't know if I have to pull the assembly out to get access to the ground wire or is it accessible without removing the assembly

Have you examined the battery terminal posts and connectors? Are they clean and tight? If they look suspect, you should remove them and clean the connectors and posts with a battery terminal brush tool.

This may erase the trouble codes, so record them for reference.

Any prior front end damage?

Battery is brand new all battery connections are clean I purchased the vehicle used with 37k miles I'm now at approximately 65k miles as for any front end damage I can tell that there was some work done on the front grill and bumper what work was done exactly I don't know there is plastic covers underneath that is missing so there is a possibility that there was damage not sure how i can definitely find out what i can't figure out is why when it's warmer outside they seem to work properly but when it gets cold like it is now below 20F they don't work properly there does seem to be some flickering when they are working maybe it's the bulbs on there way out im only guessing at this point since im not very familiar with this type of system

The codes I'm getting are current and history I've cleared the codes numerous times

You mentioned the ballast in your original post. Do you have the HID headlamps (high intensity discharge)?

I have a 2014 Impala 2LTZ with the factory HID headlamps. The ballasts (one each side) can retain high voltage like a capacitor. Be careful if you begin checking headlamp wiring.

I’d suspect from afar that the headlamp wiring was damaged and not repaired properly, with the cold causing the repaired area to not have full contact.

Are you able to remove the radiator closeout panel (black plastic panel near hood latch) and look at the headlamp wiring? You may be able to see the repaired area? Can you crawl underneath and also look at the wiring with bright light?
